Although the company was founded in 1993, its origins began two decades earlier when owners Maurice Upton and Chris Dougans first worked together as flooring installers. It was 1975 when Maurice Upton, in partnership with his cousin Bill Waffle, hired a local Langford man, Chris Dougans, to work for them as an installer.

A year earlier, Maurice moved from Alberta to Victoria when Bill advised him of the housing boom and demand for tradespeople. Since Maurice had previously worked as an installer and general tradesman it seemed like a great opportunity. He had been to Victoria on two earlier occasions; when he came out this third time, he made it his permanent home.

During this period, Maurice and Chris installed countless floors in labour intensive conditions with demanding schedules. It was primarily new construction but they also experienced their share of home renovations and insurance claims. In 1978, Chris went into business with his father to own and operate Old British Fish and Chips in Esquimalt.

Chris Dougans specializes in commercial sales and new construction, working closely with many contractors and developers. He is an expert in the industry and in managing the complex nature of installations in multi-unit residential developments and commercial-use complexes. Chris has been in the flooring industry for nearly 30 years, starting when he was hired by Maurice Upton to install carpet.
Maurice Upton is an expert in the installation of a broad range of materials as well as in residential and commercial sales. As General Manager, he oversees the operations at our showroom and warehouse. Maurice began in the flooring industry literally from the ground up as an installer in 1974. Originally from Alberta, Maurice moved here in the 1970s with his wife during a time when Victoria was beginning a new era of growth and development.
Our longstanding sales representative, Lacey Webb has been assisting customers with her outstanding service skills and knowledge since 2002. Beginning her flooring career in Courtenay where she grew up, she moved to Victoria for growth and opportunity when she joined our team in 2005 and has been ever since.

I just wanted to take a minute to applaud our sales rep Paul Norris, who was really fantastic to work with - probably the best that we’ve experienced, honestly. He speaks highly about the values of his employers and he acts with integrity. We had a few hiccups with installation, but it felt comfortable to figure it out with Paul, who always made himself available if questions came up. It made the experience a positive one and we’re really happy how things turned out. Teach a course on customer service, Paul!

We would like to thank Pacific Coast Flooring for an excellent job on our new vinyl plank floors. Paul was an excellent sales person throughout the process. We did experience some product reordering which was due to the virus and beyond anyone's control. Paul kept us informed and was very quick to create solutions. Dan was our installer. We thoroughly enjoyed having him work in our home His attention to detail and quality craftmanship resulted in a beautiful result with precise finishing. Thank you so much! I called this company to get an estimate for a sizeable commercial job and was transferred to a Paul Norris (Mr. Norris) for assistance. I explained the job to Mr. Norris and he was very enthusiastic about the job and provided an appointment time for the estimate. I explained to Mr. Norris that it is the policy of our company to get three quotes prior to proceeding with a job.
I left an urgent meeting in order to make the appointment and over the course of the next couple of hours explained the job to Mr. Norris while he took all the necessary measurements. At the end of the appointment, he was

This business cares very little about customer service nor quality work. Steer clear. Very unprofessional. Floor layers truck such a disaster it’s no wonder our vinyl floor was left with holes in it. Too long of story to post but If you want great looking floors with no hassle or stress do not choose this company. Simple requests not followed. Floors left with bubbles. Owner did not check work quality and could not care less of the lack of service and quality that were provided.
So many other options. Choose any one else.

I only wish I could rate this business a minus 1 for all of the grief we went through with this company. What was supposed to be a 1 week flooring job while we were away on holiday turned into a 4 month flooring fiasco. As per the contract we signed with Pacific Coast Flooring they agreed to complete our vinyl plank flooring installation in 1 week while we were out of town. When we returned late after our flight landed we walked into a messy disaster. Nails sticking up on the unfinished stairs, holes in our dining room walls and scrapes along the hall stairs, dirt and dust LITERALLY covering everything

Went in to talk about stair carpet runners. Garnet was incredibly helpful! Very down to earth and more interested in meeting our needs the best way possible than making the sale. Will return for further carpet/flooring needs based solely on the care Garnet gave us.

Awesome sales experience! Garnet was quick to respond and had excellent communication with us regarding our carpet order and measurement. I'm sorry but I don't really know what happened to my customer service with this business?. I had the guy come to the house to measure, picked out my carpeting, and was told I would get a call back with quote and to book an install time and date. Never heard back, called back twice. Once never got call back, second call was told by guy who came to my house he was 'too busy' and would get back to me. Never heard anything. That was over a month ago. So went to End of the Roll. Happy to say I am enjoying my new carpet. Installed within 2 weeks. I am sure that your excuse will be that EOTR will be
