Mr. Tovar has over ten solid years of professional experience as a management and technology consultant, gained while conducting contract work for the Federal Government.
He holds a Master's degree in Public Policy and Management with an emphasis in Management Information Systems from Carnegie Mellon University. Mr. Tovar is a native of Los Angeles. In July of 2000, Mr. Tovar joined Booz Allen & Hamilton in McLean, Virginia. While with the company, Mr. Tovar specialized in the areas of Information Assurance, smart cards, and biometrics.
